Behind them lies the 8th visit by the President of the European Commission and the arrival of Turkey's foreign minister against the backdrop of negotiations regarding support for Ukraine in winter and Ankara's position on the war.

Who arrived

Ursula von der Leyen will arrive in Kyiv for the second time this year. This is her 8th visit to the Ukrainian capital since the start of the full-scale invasion. The European Commission does not disclose details of the program — officially for security reasons. But von der Leyen herself wrote about the purpose openly: "From winter preparedness to defense, to accession and progress in the G7 loan sphere."

Simultaneously, Kyiv is being visited by Turkish Foreign Minister Hakan Fidan — a country that continues to balance between Kyiv and Moscow and is one of the few channels of indirect diplomacy between the conflicting parties.

Energy is the main agenda

Von der Leyen's visit takes place against the backdrop of preparations for the heating season. Russia continues to attack energy infrastructure, and the EU has announced its intention to cover a quarter of Ukraine's energy needs in winter. This very topic — not declarative support, but specific volumes and mechanisms — is the real substance of the negotiations.

What is changing in the city

For Kyiv residents — the practical side: temporary traffic and parking restrictions in Pecherskyi, Podilskyi, Solomianskyi, and Shevchenkivskyi districts. Trolleybuses will change their routes:

  • No. 6 — from Minskyi Massif to Lukianivska metro station
  • No. 16, 18 — from Mrii Street and Soshenko Street to Povitroflotskyi Overpass

"Kyivpastrans" asks passengers to take these changes into account when planning their routes. When exactly the restrictions will be lifted will depend on the duration of the events.

Von der Leyen was last in Kyiv on February 24, 2026 — on the fourth anniversary of the invasion. That visit was symbolic. This time the agenda is about figures and commitments: how much energy, when, and under what conditions does the EU really guarantee by winter.

If after negotiations Brussels announces specific volumes of energy support with a verification mechanism — this will be more than another "signal of solidarity." If not — the eighth visit will remain diplomatic routine with traffic jams on Khreshchatyk.
