Unified energy-support platform: how the state consolidated all the tools for heating and business

In response to strikes on the energy infrastructure, the Cabinet of Ministers has consolidated all available assistance in one place — to speed up access to payments, loans and aid packages for vulnerable groups. We outline what’s available and how to apply today.

A single access point for assistance during the energy crisis

The Cabinet of Ministers has launched a single platform for energy support programs — a service that brings together complete information about all active programs, their terms and the procedure for submitting documents. The decision has a practical purpose: to reduce confusion and speed up the delivery of assistance to those who need it most.

What is collected on the platform

The portal gathers programs for citizens and businesses. Among the key tools:

  • monthly payments for repair crews;
  • the «СвітлоДім» program to increase households' energy independence;
  • heat packages for people with disabilities and single pensioners;
  • support programs for children with disabilities (eco-flow for Group A);
  • energy support for condominium associations (OSBB) and housing cooperatives (ZhBK);
  • energy support for private houses and townhouses.

For businesses there is: assistance to individual entrepreneurs (FOPs) from UAH 7,500 to 15,000 for generators, fuel or utility payments; a 0% loan for energy equipment up to UAH 10 million for up to three years; and loans available under the 5–7–9% program.

Context: why this happened now

This initiative is a response to two problems: large-scale missile strikes on energy infrastructure and a sharp cold snap that has intensified the needs of families and businesses. The government began accepting applications from small and medium-sized businesses on February 2, and on February 19 the submission of applications for support for private homes and OSBB started — key elements for stable heating and electricity supply.

Who it will help and how to act

The platform is aimed at three groups: vulnerable households (pensioners, people with disabilities), communal and public services (repair crews, OSBB) and small and medium-sized businesses. What you can do right now:

  • check the list of programs on the platform and find the one that matches your situation;
  • prepare basic documents (identification, OSBB/FOP documents, proof of need);
  • submit an application online or through the contact centres of local administrations;
  • monitor deadlines and the sequence of payments — some programs have limited budgets.

Outlook

Centralizing information is a positive step: it reduces information asymmetry and can accelerate the allocation of resources. But effectiveness will depend on two factors: funding and the promptness of local authorities in verification and disbursement of aid. The question for partners and communities: will the "single access point" become a quick tool for assistance, rather than another bureaucratic link?
