Mykhailyna Skoryk-Skarievska — head of the "Holos" faction in the Irpin City Council — submitted her 2024 declaration with almost no surprises: 1,542,495 UAH in income compared to 1,520,390 UAH a year earlier. The difference is less than inflation.
Three sources — one picture
The income structure has not changed. The main source is entrepreneurial activity: 1,116,704 UAH. This is supplemented by a salary from the public organization "Smilyvy Irpin" — 224,330 UAH — and payments under the eRecovery program: 201,461 UAH.
The third source is the most atypical line item for a deputy's declaration. The eRecovery program is designed to compensate for damaged or destroyed housing. The NAPC in its clarifications for the 2024 declaration campaign specifically noted that such payments must be reflected in the declaration — and thousands of Ukrainians received them. In other words, the fact of receiving them is not a violation in itself. However, for a sitting deputy of a local government body, it raises a question of public perception: a person voting on the city budget and reconstruction is simultaneously a recipient of state compensation.
The father of her child disappeared from the declaration
Mykhailyna Skoryk's husband was killed near Ilovaysk in 2014. The person listed as a related party in the declaration is Artem Ishchenko — the father of her son. In 2024, he declared 162,597 UAH in income. In the 2025 declaration — zero.
No reason is given. The standard options are: job loss, change in employment status, mobilization, or simply transition to informal income. None of these is an automatic violation — but the very absence of explanation makes this line item noticeable.
What remained unchanged
- Property, vehicles, and accounts have not substantially changed between declarations
- Skoryk-Skarievska remains in the deputy majority "Successful Community" of the Irpin Council
- The NGO "Smilyvy Irpin," where she receives her salary, is positioned as a civic initiative related to the city's reconstruction

If the NGO "Smilyvy Irpin" receives grants or municipal funding, and Skoryk-Skarievska votes for the corresponding decisions in the council — then a stable declaration will cease to be a neutral document.
