Deputy’s report: 5,300 appeals, solar panels from France and 11 children in a leadership program — summary of Bohdan Khamidulin’s work in 2025

Bohdan Khamidulin, a deputy of the Bilohorodska Village Council of the 8th convocation and head of the "UDAR of Vitali Klitschko" faction, published a report on his work for 2025 to voters in the Bilohorodka and Shevchenkove villages.

Figures of the Year

14 sessions out of 18, 24 commission meetings, 132 meetings with residents, 111 inspections of living conditions and utilities, and more than 5,300 messages in private social media inboxes — these are the statistics of the deputy's work for the year.

International Cooperation and Energy Independence

In 2025, solar panels and accompanying equipment were installed at the "Buratino" kindergarten in Sviatopetrivske by the twin community of Lomen (Germany) with a total value of €38,000 — the facility is attended by 232 children. At the same time, with assistance from the Kyiv Regional State Administration (KODA), the community received two Energy BOX units from the Government of France — innovative solar power plants with a capacity of 104 kW each. The total value is almost UAH 16.8 million. Documents for connection to critical infrastructure facilities are currently being prepared.

Also, with the deputy's involvement in autumn 2025, the purchase of a sludge suction unit for servicing sewage pumping stations was discussed and approved for €189,397 — €176,984 as a contribution from the Government of Germany, the remainder from the community. The supply contract was signed on 3 March 2026.

Education, Youth and Mental Health

Eleven children from the community — including internally displaced children and children from veterans' families — were engaged in study at the Kyiv-Mohyla School under the "Individual Trajectory of a Leader" program. Within the "Daphne Child" project, 11 meetings were held for parents and students in grades 7–9 on mental health and safe behavior — more than 160 participants.

Social Support and Infrastructure

More than 2,500 families received free fertilizers and seeds/planting material. Nine traffic lights were connected to backup power sources. Preparatory work is underway to launch a bus route between the community and a Kyiv metro station.

Stray Animals and First Aid

Following a working trip to Lviv and a study of the experience of the municipal enterprise LKP "Lev", a deputy's appeal was registered regarding the creation of a municipal animal shelter. The land relations department was instructed to find a plot for construction. The community also held a "STOP THE BLEED" course with the participation of the European Resuscitation Council — 45 participants, 23 of them children.

Digital Services for the Community

Online platforms for residents continue to operate: a community chat on Telegram with 11,536 subscribers, a jobs channel with 5,833 subscribers, a business catalog, a telephone directory and an online marketplace for buying and selling goods among residents.
