Sergei Kuznetsov — a 42-year-old mortar operator with the 56th Separate Motorized Infantry Mariupol Brigade — sustained shrapnel wounds to his legs, abdomen, and back during a combat operation near Kramatorsk. From April 2026, he received treatment at the Municipal Non-Profit Enterprise "Kyiv City Clinical Emergency Hospital" (known as BSP). On June 9, he died.
His family, fellow soldiers, and volunteers insist that the death resulted from negligence: despite numerous complaints about his deteriorating condition, staff failed to respond appropriately. According to volunteer Oksana Korchynska, the soldier's transfer to another medical facility had already been arranged — but Kuznetsov died just hours before the transfer.
Two proceedings simultaneously
Kyiv police opened a criminal investigation under two articles of the Criminal Code of Ukraine simultaneously: Part 1 of Article 115 (premeditated murder) and Part 1 of Article 140 (failure of medical professionals to perform their professional duties). The investigative-operational team arrived at the scene on the day of death — June 9.
A forensic medical examination has been appointed to establish the exact causes of death and assess the quality of care provided. Until its completion, there are no official conclusions about the causal link between the doctors' actions and the death.
Inspection revealed violations, director responds to questions
The Healthcare Department of the Kyiv City State Administration is completing a comprehensive inspection of the hospital. According to department representatives, the facility was found to have numerous violations. Official explanations from director Viktor Dorosh are currently being analyzed. Dorosh himself has redirected all media inquiries to the Kyiv City State Administration's Department of Public Communications.
This is not the first occasion for criticism of the institution. In winter 2026, the hospital remained without power for two hours — according to Masi Nayem, co-founder of the NGO "Pryntsyp," at least two severely wounded patients were not delivered to operating rooms in time due to non-functioning elevators.
"Despite numerous complaints, public appeals, and high-profile incidents, a proper assessment of the situation has yet to be provided."

Ultimatum until June 14
An initiative group — veterans, volunteers, activists — has set a deadline for the Kyiv City State Administration: by June 14, 2026, dismiss Director Dorosh and launch a genuine investigation. If there is no response — an indefinite peaceful protest action.
- Criminal proceedings under Articles 115 and 140 of the Criminal Code — opened
- Forensic medical examination — appointed, results not yet released
- Personnel decisions regarding the hospital — announced by KCSAD, specific names not disclosed
- Director Dorosh — submitted explanations, no dismissal decision made
If the forensic examination establishes a direct link between staff actions and Kuznetsov's death — the qualification under Article 115 could transform from a procedural pressure tool into a real charge. If not — the case will likely result in disciplinary measures and leadership changes without criminal consequences.
