The Ministry of Internal Affairs has approved the procedure for paying new motivational bonuses to servicemembers of the National Guard, the State Border Service, and special operations police officers, which were previously introduced for servicemembers of the Ministry of Defense. This was announced by new Minister Ivan Vyhivskyi.
The system, which comes into effect on June 1, 2026, will allow guardians, police officers, and border guards who are defending Ukraine on the front lines to receive up to 460,000 hryvnias per month.
Payment amounts
Vyhivskyi outlined a list of motivational payments and allowances:
- up to 100,000 hryvnias per month (proportional to time) for direct participation of servicemembers in combat operations
- 170,000 hryvnias per month (proportional to time) for performing tasks directly on the line of contact
- 70,000 hryvnias per month (proportional to time) for performing tasks in other sectors of the front within a company strongpoint
- 50,000 hryvnias per month (proportional to time) for service at command posts
- from 15,000 to 30,000 hryvnias per month for military instructors
- up to 10,000 hryvnias per month for military service – for other categories of servicemembers
- 40,000 hryvnias per day for capturing enemy positions
- 20,000 hryvnias per day for recapturing lost positions
- 100,000 hryvnias for each captured occupier
- 15,000 hryvnias for eliminating an enemy in rifle or hand-to-hand combat
The orders are currently undergoing state registration, after which they will be published and take effect.
Context
Cabinet of Ministers Resolution No. 768 of June 12, 2026, introduced a new system of motivational payments and allowances in the Ukrainian military.
Simultaneously with the new combat payments, the Ministry of Defense introduced a new motivational contract with a fixed term of service. According to former Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrskyi, since the introduction of such contracts in June 2026, only 2,000 people have signed them.
Motivational payments apply regardless of whether a servicemember signed the new contract. All are entitled to them: both those who signed a motivational contract and those serving under conscription during mobilization, and those serving under an old contract. The type of military service is irrelevant.
The question is whether expanding payments to the National Guard, police, and border guards will equalize motivation for signing new contracts, or whether it will remain merely a tool of financial support without impact on the personnel service model.
