Companies ask to change rules for reissuing exemptions — risk of draft notices in December

The European Business Association appealed to the government to allow continuous rebooking or to shorten the technical interval to three hours. The move stems from concerns over mass expirations of bookings in early December 2025.

The European Business Association (EBA) has appealed to the Cabinet of Ministers to change the procedure for rebooking employees at enterprises that have critical status. Currently, the existing rules provide for a technical interval of 72 hours during which reserved employees can be mobilized.

What businesses propose

The EBA stresses that many companies do not have time to extend reservations in advance, so they consider it necessary to introduce a mechanism of continuous rebooking. An alternative proposal is to reduce the technical interval from 72 to 3 hours to minimize the risk of losing key employees.

Risks to companies' operations

According to the association, in the first days of December 2025 many companies' critical-status terms and employee reservations will expire. Due to technical difficulties, enterprises could be left without drivers and technical specialists who ensure uninterrupted operations.

Business is already recording cases in which reserved employees received summonses the day after the reservation period ended, which heightens concern ahead of December.

Legislative changes and permissions

In early November the president signed a law that allows enterprises in the defense-industrial complex to reserve employees who have problems with military registration documents. Earlier the Cabinet allowed reserving 100% of the personnel of enterprises critically important to the Armed Forces of Ukraine.

The EBA asks the government either to allow reservations to be extended without breaks or to shorten the technical interval to three hours, in order to avoid mass summonses during the simultaneous expiration of reservations in December 2025. Enterprises insist on prompt changes to prevent disruptions to logistics and technical maintenance.
