The Antimonopoly Committee has fined two companies – "Salt Industry" and "Trading House "Kip and Co" – for collusion during participation in six tenders for the procurement of technical salt, reports the AMC.
The Committee recognized the actions of the companies as violations of legislation on the protection of economic competition in the form of anti-competitive coordinated actions that distorted the results of the bidding.
The tenders were conducted by Kyiv municipal enterprises from May 2024 to March 2025:
- KP "SHEU for the repair and maintenance of roads in the Dnipro district"
- KP "Road Repair and Maintenance Division" (2 procedures)
- KPTM "Kryvorizhzhia Heat Networks"
- KP "Polygon Ecology"
- KP "Kyivteploenergo"
The total expected value of the procurements is UAH 33.5 million.
During the investigation, the AMC established facts of joint and coordinated behavior of the companies, which led to the elimination of competition between them during the bidding process.
The Committee fined the companies UAH 18.9 million.
The AMC reminds: according to the law "On Public Procurement," a basis for refusal to participate in a tender is the involvement of a business entity in responsibility for anti-competitive coordinated actions within the last three years.

The Kyiv police have announced suspicion against the head of the KP SHEU of the Holosiivskyi district. The procurement of road salt caused the capital budget about UAH 1.4 million in losses – he signed a contract for 3,500 tons of salt for UAH 18 million, although the market price was lower.
Earlier, the prosecutor's office announced suspicion against the former head of the KP "Kyivpastrans" management. Due to her inaction regarding monitoring electricity prices (February 2023 – February 2024), the community suffered losses of over UAH 47 million.
Prosecutors also announced suspicion against the former general director of the KP "Kyivzelenbud" and two other individuals for embezzlement of nearly UAH 4.9 million allocated for the elimination of ragweed in the capital.
