Rada submits final amendments to 2026 budget ahead of vote

Lawmakers are preparing final amendments to the 2026 state budget: part of the personal income tax (PIT) will be transferred to local communities to cover energy costs, additional funds will be allocated to defense and the State Bureau of Economic Security (BEB), and increases in teachers' salaries are planned.

On the eve of the vote, the Verkhovna Rada plans to make final adjustments to the draft state budget for 2026, said Roksolana Pidlasa, head of the budget committee.

Personal income tax for local budgets

It is proposed to transfer an additional 4% of personal income tax to local budgets, resulting in a share of 64%. These funds are to be allocated to pay for energy costs and to repay debt arising from tariff differentials, which would allow the removal of a subsidy of UAH 15.2 billion that would have equalized the state budget figures.

Defense spending and salaries

The Ministry of Defense is proposed to receive an additional UAH 1 billion for the procurement of weapons and military equipment; these expenditures are planned to be covered by the "military reserve" program.

The Bureau of Economic Security may receive an additional UAH 244 million, which are to be allocated from the state reserve fund.

The draft also provides for an increase in teachers' salaries: 30% from January 1 and a further 20% from September 1 without changing the approaches to pay. In addition, it is proposed to add UAH 4.8 billion to the program to enhance the prestige of the teaching profession, to have the possibility of considering further salary increases during the year.
