On December 3 the Verkhovna Rada adopted in the second reading and in full the draft state budget for 2026. 257 members of parliament voted in favor of the decision.

Revenues and deficit
Planned revenues of the state budget for 2026 amount to UAH 2.92 trillion, of which UAH 2.63 trillion is provided for the general fund.
By the second reading, UAH 30 billion of revenues were added by increasing the profit tax on banks from 25% to 50%.
The ceiling for the budget deficit is set at UAH 1.9 trillion.

Spending and changes
Total budget expenditures for 2026 are planned at UAH 4.78 trillion, of which UAH 4.39 trillion is for the general fund.
About half of the expenditures — UAH 2.81 trillion — are allocated to the security and defense sector, which represents 27.2% of GDP. Of that sum, UAH 1.3 trillion is earmarked for salaries and monetary provisions for military personnel.
By the second reading the reserve fund was increased by UAH 19 billion. Additional funding is also provided for phased increases in teachers' salaries, the purchase of passenger carriages, compensation to businesses for property losses due to the war, and the construction of shelters in kindergartens, among other items.
- In 2025 the parliament increased spending for the Defense Forces twice: by UAH 412 billion in July and by UAH 325 billion in October.
