The meeting was attended by heads of communities in Kyiv and Chernihiv regions, head of Kyiv Regional Military Administration Mykola Kalashnyk and local government leaders of the region. Three blocks — energy, security, infrastructure.
On energy: communities are strengthening their own generation so that critical infrastructure operates even during prolonged blackouts. On security: daily coordination with the military, strengthening air defense, countering drones, building fortifications and preparing the population. On roads: road surface condition — not just comfort, but logistics for rapid movement of supplies, rescuers and military.
What this means for Kyiv Region
Analysts have long said: rear resilience is half the victory. A Congress chaired by the President is a signal that the state does not delegate responsibility downward, but coordinates it from above. The Kyiv-Chernihiv direction remains sensitive, and the authorities openly acknowledge this.
