New York, November 21 – Ukraine has received a draft peace plan from the United States and is ready to work on it, but only under the condition of adhering to fundamental principles. This was stated by Ukraine's Deputy Permanent Representative to the UN, Kristina Hayovishin, at a UN Security Council meeting.

Non-negotiable red lines

"Ukraine is ready for substantive negotiations to end the war, including at the leadership level. But our red lines are clear and non-negotiable," the diplomat emphasized.

Kyiv categorically rejects any recognition of temporarily occupied territories as Russian – neither formally nor informally. "Our land is not for sale," Hayovishin stressed.

Ukraine will not accept any limitations on the right to self-defense, the size and capabilities of the Armed Forces, or on the sovereign right to choose alliances. Any peace process must be based on the principle of "nothing about Ukraine without Ukraine and nothing about Europe without Europe."

The diplomat also warned: Ukraine will not allow the undermining of national identity, including language, in order not to reward the genocidal intentions of Russian aggression.

Support as a guarantee of peace

Hayovishin emphasized the critical importance of security guarantees and financial assistance. "Strengthening Ukraine's defense capabilities is not escalation; it is the only way to compel Russia to constructively engage in peace efforts," she explained, thanking partners for their support as an investment in global security.

Pressure on the Kremlin

"The Kremlin regime will not stop unless it is halted by decisive and coordinated pressure. There is only one realistic way to end the war: to force Russia to retreat – economically, politically, and militarily," concluded Ukraine's Deputy Permanent Representative.

Politics

This report is an in-depth analysis of the speech delivered by the Chief of the General Staff of the French Armed Forces (Chef d'État-major des armées, CEMA), General Fabien Mandon, at the 107th Congress of Mayors and Heads of Intermunicipal Unions of France (AMF) in November 2025. The report assesses the strategic imperatives behind his resonant statements, their impact on military-civil relations, and their role in France's national resilience doctrine (résilience nationale) amid geopolitical degradation.
