If you became the owner of real estate before 2013, but your rights are not registered in the State Register of Property Rights, it is necessary to register them through a state registrar, the Administrative Services Center (ASC), or a notary.
Without a record in the Register, owners whose data is stored only in the paper archives of the Bureau of Technical Inventory (BTI) remain unprotected: they will not be able to receive compensation for damaged or destroyed housing through the "Diia" portal or the state registrar.
Online registration through "Diia": you need a passport, tax identification number (TIN), title documents, a technical passport, and a payment receipt (for initial registration — free of charge). Applications are submitted through the portal diia.gov.ua, with document uploads and electronic signature. The service is available in all regions except Donetsk and Luhansk oblasts.
Offline registration: through a notary or ASC. Required documents include a passport, TIN, and property documents; the specialist can make a request to the BTI. No administrative fee is charged if the rights were formalized before January 1, 2013.

Property registration helps protect housing from fraud, simplifies the receipt of state services, and allows for applications for compensation under the "eRecovery" program. Before purchasing housing on the secondary market, it is advisable to check the legal purity: data from the State Register, encumbrances, court disputes, and debts.
