For comparison: the state one-time payment to a veteran with Group II disability in 2025 is 908,400 UAH — meaning local assistance does not replace federal aid, but fills the gap between it and real needs.
What is this program and who can apply
Payments are made under the municipal Program of Social Support for War Veterans, Their Families and Families of Fallen Defenders of Ukraine for 2025–2026. The program was adopted by Irpin City Council at its 48th session on February 6, 2025 — on the initiative of the Municipal Institution "Irpin Veteran Space."
The program covers several directions: one-time financial assistance, rehabilitation, information support, cultural and educational events. The executive committee decides on specific payments on an application basis — meaning money goes to those who applied, not automatically to everyone who is eligible.

Irpin is one of the few Ukrainian cities where municipal veteran policy develops under particular pressure: the community itself experienced occupation in March–April 2022, and among its residents are both those fighting and those who lost loved ones during the city's liberation. This makes the local support program not just a social instrument, but part of a broader recovery process.
Notably, already in December 2025, the council made changes twice to the program — in November and December. This can indicate both the flexibility of the approach and the fact that the initial parameters required adjustment in the first year of operation.
