Prozorro.Prodazhi Appoints New Director: Who is Igor Dobrovan

A former SMIDA and Sogodni Multimedia executive has taken over the state asset sales system, replacing Sergiy But, who has headed the platform since its inception.

State enterprise "Prozorro.Prodazhi", which conducts auctions for the sale of state property, small privatization and leasing, has changed its leadership. Igor Dobrowan, a specialist with experience in financial transparency and the media industry, has taken over the platform from Sergiy But.

According to public data, Dobrowan previously worked at SMIDA — the National Securities and Stock Market Commission, where he dealt with issues of information disclosure by issuers. His biography also includes work at the media group "Sogodni Multimedia", which is part of Rinat Akhmetov's structures.

Prozorro.Prodazhi is not just an auction platform. Since the start of the full-scale invasion, the platform has also been used to sell property of liquidated banks, sanctioned assets and trophy equipment. Trading volumes reach tens of billions of hryvnias annually.

The change of leadership took place without public explanations from the Ministry of Economy, to which the enterprise is subordinate. Sergiy But was one of the founders of the system in its format as a civic initiative — before its transformation into a state enterprise.

The key question now is not about the new director's identity, but whether the platform will maintain its independence from departmental pressure — especially given that it will be conducting auctions related to post-war reconstruction and the liquidation of sanctioned assets. Will the public receive a real mechanism to oversee the new leadership — or will the change of director remain an internal personnel rotation without any public commitments?
