Two employees of a municipal healthcare institution in Kyiv are suspected of embezzling more than UAH 1.6 million of state funds. According to the investigation, the money was accounted for mobile palliative services that were not actually provided.

Charges and amount
Investigators established that, on the basis of false records, the institution received more than UAH 1.6 million from the state budget for services that were not provided. The question of imposing preventive measures on the suspects, including pretrial detention, is currently being decided.
Falsification scheme
According to the investigation, the former director of the institution and a doctor entered fictitious information into the electronic health system about allegedly provided mobile palliative care to adults and children. The corresponding home visits, examinations and medical procedures in the reported volumes were not carried out.
Mobile palliative care involves medical staff visiting patients at home to relieve pain and monitor the condition of people with severe incurable illnesses. The institution was supposed to provide these services in 2024 under a contract with the National Health Service of Ukraine.
