What happened
The Ministry of Health announced the launch of the Patient Cabinet — a digital tool that allows submitting a declaration with a physician and managing personal data online. Beta testing is complete, the platform has passed verification, and it is opening for mass use.

Who it's for
The Cabinet is available to all adult citizens of Ukraine. Teenagers aged 14 to 18 can use the service if they have their own electronic signature: they gain access to their data and, once their legal capacity is confirmed, can independently submit a declaration or change contact information.

What you can already do
The personal cabinet implements basic functions that remove the need to visit a clinic for simple operations:
- view and update personal data in the Electronic Health System;
- view current and previous declarations with a doctor;
- search for a doctor and submit a declaration online;
- manage access for electronic accounts you have authorized to process personal data.
Access to the medical record (test results, prescriptions, diagnoses) will be connected gradually — this is planned for later stages of implementation.
Context and practical significance
This launch is not just a convenience. For the health system in conditions of war and constant population movements, the ability to quickly update contacts and file declarations remotely increases the efficiency of service delivery and reduces administrative burden on the network. In addition, digital tools strengthen digital sovereignty and make the system less vulnerable to local access restrictions.
The launch also comes at a time when the government is rolling out the "Health Screening 40+" program: the procedure was approved on December 10, 2025, and the first notifications in the Diia app began on January 30, 2026 — the electronic infrastructure should facilitate mass coordination of screenings.

To get started, choose any verified e-cabinet (state or business partner) and log in with your electronic signature. The list of verified e-cabinets is available on the Ministry of Health portal. The main technical task for the coming months is to ensure the connection of medical records and to simplify obtaining electronic signatures for teenagers and remote population groups.
The question that remains: how quickly will digital services shift from an option to a basic norm in the patient's daily interaction with healthcare? The speed of that shift will determine both the pace of implementation of early detection programs and the quality of medical care at the local level.
