Defense Minister Mikhaylo Fedorov has published a list of 30 achievements from his first three months in office. The most notable claims — blocking Starlink for Russians and establishing a "short-range" air defense command — have been presented without verified metrics, while recruitment reform remains in an "almost ready" state.

Mikhail Fedorov came to the Ministry of Defense with the mandate of a technology minister — a man who transformed "Diia" into the digital backbone of the state. After one hundred days, he published a public report: 30 points on Facebook, from large-scale structural changes to specific purchases. Reading the list is easy. Verifying it is much more difficult.

What looks convincing in the list

The most verifiable result is blocking Starlink for Russian operators. According to Fedorov, disconnecting Starlink for Russians protected the sky from Starlink-controlled "Shaheds" and dramatically changed the situation at the front. This is the only point with a direct technological mechanism that can be at least partially verified through interception data.

Among other documented steps are the creation of a "small" air defense command and the appointment of Pavlo Lazarenko as deputy commander of air defense, as well as an updated approach to fundraising through the "Ramstein" mechanism with a record announcement of $38 billion for 2026.

The minister calls March a record month for enemy losses across all categories: from military personnel to equipment and air defense — in particular, 36,000 Russian soldiers were eliminated. These figures correspond to General Staff data, but the counting method traditionally remains opaque.

Where the report becomes blurred

The most sensitive block is the reform of recruitment and service conditions. The first 10 of 30 projects within a single reform are almost ready for launch, details — "later," Fedorov wrote. For an army conducting active combat operations and needing reinforcements right now, "almost ready" is not a result but a promise.

This rhetoric is accurate in its diagnosis — but Fedorov himself does not clarify how many of "those who should step down" have already been held accountable. Among the declared results are the stoppage of numerous corruption schemes and the first stage of the state defense industry audit. Without public details, this remains a declaration.

Structural change that is visible right now

The Ministry of Defense updated its structure and top management — the new organizational structure was launched on April 1st. This is a rare point with a specific date. A reorganization of this scale typically yields results within 6-12 months — that is when it will become clear whether "hundreds of times" efficiency was an exaggeration.

For the first time, large-scale purchases of pickup trucks for the front have begun — a tender from the Defense Procurement Agency is to be announced in the coming days. This is one of the few points where there is a decision, an implementation mechanism, and the possibility of verification.
