Europeans responded to Trump's 28 points with their peace plan – Reuters publication

The Reuters agency published a text that is claimed to be the European counterproposal to the 28-point U.S. peace plan, which the media saw on Sunday.

According to him, this counterproposal was developed by the European countries of the E3 group – the United Kingdom, France, and Germany. Security advisors from these countries have already held talks with the Ukrainian delegation in Switzerland before its meeting with the U.S.

As Reuters indicates, this document is based on the American plan, but it goes through it point by point with proposed changes and deletions.

Ukrainian Armed Forces to Number 800,000 in Peacetime and NATO's Article 5 Equivalent from the U.S.

1. Ukraine's sovereignty will be reaffirmed.

2. A comprehensive non-aggression agreement will be concluded between Russia, Ukraine, and NATO. All ambiguities that have existed over the past 30 years will be resolved.

3. This point of the American plan has been removed. According to Reuters, it stated: "Russia will be expected not to invade its neighbors, and NATO will not expand further."

4. After the peace agreement is signed, a dialogue will begin between Russia and NATO to address all security concerns and create conditions for de-escalation to ensure global security and increase opportunities for interaction and future economic prospects.

5. Ukraine will receive reliable security guarantees.

6. The number of the Armed Forces of Ukraine in peacetime will be limited to 800,000 (the American version had 600,000).

7. Ukraine's accession to NATO depends on the consensus of NATO members, which does not exist.

8. NATO agrees not to permanently station troops under its command in Ukraine in peacetime.

9. NATO fighters will be stationed in Poland.

10. A guarantee from the U.S. that will correspond to Article 5 of the North Atlantic Treaty, which provides for collective defense:

  • a) The U.S. will receive compensation for the guarantee;
  • b) If Ukraine invades Russia, it will lose the guarantee;
  • c) If Russia invades Ukraine, in addition to a reliable coordinated military response, all global sanctions will be reinstated, and any recognition of new territory and all other benefits from this agreement will be canceled.

11. Ukraine has the right to EU membership and will receive short-term preferential access to the European market while this issue is under consideration.

A New Fund and Joint Reconstruction of Ukraine

12. A reliable global recovery package for Ukraine, which includes but is not limited to:

  • a) The establishment of a Ukraine Development Fund to invest in high-growth sectors, including technology, data centers, and artificial intelligence;
  • b) The U.S. will cooperate with Ukraine for joint recovery, growth, modernization, and operation of Ukraine's gas infrastructure, including pipelines and storage;
  • c) Joint efforts to restore war-affected areas for the recovery, reconstruction, and modernization of cities and residential areas;
  • d) Infrastructure development;
  • e) Extraction of minerals and natural resources;
  • f) A special financing package will be developed by the World Bank to provide funding to accelerate these efforts.

Russia Invited Back to the G8, but Will Pay for Ukraine's Reconstruction

13. Russia will be gradually reintegrated into the global economy:

  • a) The lifting of sanctions will be discussed and agreed upon gradually and on a case-by-case basis;
  • b) The U.S. will enter into a long-term economic cooperation agreement aimed at mutual development in the fields of energy, natural resources, infrastructure, artificial intelligence, data centers, rare earths, joint projects in the Arctic, and various other mutually beneficial corporate opportunities;
  • c) Russia will be invited to return to the G8 (Previously, German Chancellor Friedrich Merz opposed this).

14. Ukraine will be fully restored and will receive financial compensation, including from Russian sovereign assets, which will remain frozen until Russia compensates for the damages caused to Ukraine.

Non-Nuclear Status of Ukraine, Launch of Zaporizhzhia Nuclear Power Plant Under IAEA Oversight

15. A joint security working group involving the U.S., Ukraine, Russia, and Europeans will be established to facilitate and ensure the implementation of all provisions of this agreement.

16. Russia will legally enshrine a non-aggression policy towards Europe and Ukraine.

17. The U.S. and Russia will agree to continue the implementation of nuclear non-proliferation and control treaties, including the Fair Start Agreement (likely referring to New START).

18. Ukraine agrees to remain a non-nuclear state under the Treaty on the Non-Proliferation of Nuclear Weapons.

19. The Zaporizhzhia Nuclear Power Plant (currently occupied by Russians) will be launched under the supervision of the International Atomic Energy Agency (IAEA), and the electricity produced will be distributed equally between Russia and Ukraine in a 50/50 ratio.

20. Ukraine will adopt EU rules regarding religious tolerance and the protection of linguistic minorities.

Negotiations on Territories from the Front Line, "All for All" Exchange, Return of Children

21. Ukraine commits not to restore its occupied sovereign territory by military means. Negotiations on territorial exchanges will begin from the line of contact.

22. After agreeing on future territorial arrangements, both the Russian Federation and Ukraine commit not to change these arrangements by force. Any security guarantees will not apply in case of a breach of this obligation.

23. Russia will not obstruct Ukraine's use of the Dnipro River for commercial activities, and agreements will be made for the free transportation of grain across the Black Sea.

24. A humanitarian committee will be established to address outstanding issues:

  • a) All individuals remaining in captivity and the bodies of the deceased will be exchanged on the principle of "all for all";
  • b) All civilian detainees and hostages will be returned, including children;
  • c) A family reunification program will be implemented;
  • d) Measures will be taken to alleviate the suffering of conflict victims.

Elections in Ukraine, Peace Council Led by Trump, Immediate Ceasefire

25. Ukraine will hold elections as soon as possible after the peace agreement is signed.

26. This point reiterates subpoint d in 24.

27. This agreement will be legally binding. Its implementation will be monitored and guaranteed by a Peace Council led by President Donald Trump. Sanctions will be imposed for violations (a similar Peace Council is included in the U.S. plan for the Gaza sector).

28. Once all parties agree to this memorandum, the ceasefire will take effect immediately after both sides withdraw to agreed points to begin the implementation of the agreement. The terms of the ceasefire, including monitoring, will be agreed upon by both sides under U.S. oversight.

Context

Negotiations are ongoing in Switzerland on November 23. The meeting between Ukraine and the U.S. has already concluded, which both sides assessed positively. Secretary of State Rubio reported that after the negotiations, America is making certain changes to the peace plan.

War

Russia attacked Kharkiv with kamikaze drones on the evening of November 23. Three people were killed and 15 were injured, including a 12-year-old child. Strikes were recorded in the Shevchenkivskyi and Saltivskyi districts.
