Zelensky appoints Lytvynenko as new ambassador to Serbia

President Volodymyr Zelensky dismissed Volodymyr Tolkach from the post of Ukraine's ambassador to Serbia. He appointed Oleksandr Lytvynenko, who previously headed Ukraine's Foreign Intelligence Service.

President of Ukraine Volodymyr Zelensky dismissed Volodymyr Tolkach from the post of ambassador to Serbia and appointed Oleksandr Lytvynenko, the former head of the Foreign Intelligence Service and secretary of the National Security and Defense Council. The information is contained in presidential decrees.

According to decree No. 865/2025, Volodymyr Tolkach was relieved of his duties as Extraordinary and Plenipotentiary Ambassador of Ukraine to the Republic of Serbia.

Concurrently, by decree No. 866/2025 Lytvynenko was appointed to this position.

In 2021 Lytvynenko headed the Foreign Intelligence Service, where he served until March 2024.

At that time Zelensky dismissed Oleksiy Danilov from the position of Secretary of the National Security and Defense Council and appointed Lytvynenko in his place.

In July of this year Lytvynenko was dismissed, and the new secretary became former defense minister Rustem Umerov.

The Cabinet of Ministers appointed Bohdana Laiuk as deputy minister of culture.
