LONDON — The UK Parliament is considering the Crime and Policing Bill 2025, which could fundamentally change the legal regulation of sex work in the country. The bill includes several controversial amendments that are sparking intense debates among human rights advocates, sex worker organizations, and the government.
Key Provisions of the Bill:
Members of Parliament have proposed a series of amendments (NC1, NC2, NC3) that include:

Criminalization of intermediary services: NC1 makes it illegal to profit from providing escort services by another person, both online and offline. Websites with advertisements and any platforms that facilitate the provision of services will be banned.

Client liability: NC2 proposes the criminalization of paying for sexual services. Proponents argue that this will help reduce demand that fuels human trafficking.

Cancellation of penalties for victims: NC3 abolishes penalties for street solicitation, recognizing that many involved in this activity are victims of exploitation.
Position of Sex Workers:
The collective of sex workers in England has strongly opposed NC1 and NC2, warning that these changes will make work more dangerous. They argue that the criminalization of advertising websites and support services will force workers to isolate themselves and deprive them of safety tools, such as the ability to vet clients or have phone contact with trusted individuals.
"Even a friend who helps track your whereabouts via phone or picks up your kids from school so you can work will be banned," activists warn.
Historical Justice:
At the same time, the government has approved positive amendments aimed at restoring justice for victims of child exploitation. The new provisions will automatically annul and pardon convictions of individuals who were convicted of street prostitution when they were minors, up to 2015, when the concept of "child prostitution" was removed from legislation.
"Victims of child sexual exploitation deserve compassion and support, not a criminal record," said Jill Phillips, Minister for Protection and Violence Prevention.
International Context:
Currently, working as a private escort is legal in the UK, but operating brothels, street solicitation, and coercion into prostitution are prohibited. According to 2009 data, 41% of sex workers in the country are migrants, and in London, this figure reaches 80%.
The bill is currently under committee review in the House of Lords, with a final vote expected in 2025.
