Budget and priorities

For 2026 the Ministry of Digital Transformation has been allocated a budget of UAH 10.16 billion. The main priority is support for innovation in the defence sector.

Grants for defence technologies

Almost three quarters of expenditures will be directed to the Brave1 grant programme to develop military technologies. Funding will cover the development of rockets, AI-based solutions, explosive materials and the production of domestic components.

Digital services, registers and AI

The remainder of the budget is earmarked for digitalising services, further development of the Diia app, modernisation and protection of state registers, as well as the launch of new anti-corruption projects. Among planned initiatives is an online monitoring system for the gambling industry.

The Ministry will continue to cooperate with partners to attract resources for user-friendly services, AI development, anti-corruption projects and new technologies.

Work is also ongoing on a large language model: its training is planned to be based on Google’s Gemma model. A team has been formed to develop a national LLM, and data collection has begun from more than 90 government institutions to prepare a training dataset.
