Ukraine to open its first cleanroom for microchips in 2026

The Ministry of Digital Transformation announced plans to open Ukraine’s first "clean room" for microchip development in 2026. The project has funding and is accompanied by training programs and the drafting of legislation.

Minister of Digital Transformation Mykhailo Fedorov said that in 2026 Ukraine plans to open the country’s first "cleanroom" for research and development in microchip manufacturing.

Funding and training

Funding for the project is planned through the Innovation Development Fund; the likelihood of its launch is estimated at around 80%. At the same time, training programs have been rolled out in partnership with the Kyiv School of Economics and a Swiss technical university. Together with partners and industry associations, they are preparing the first research initiatives in the chip sector.

Legislative steps and plans

The next stage foresees the launch of the "cleanroom" and the submission of a Chip Act bill to the Verkhovna Rada. The draft law has already been brought into compliance with EU standards with the aim of integrating into the European market.

In 2023 the Ministry presented a long-term microelectronics development strategy that envisions creating a chip manufacturing plant in Ukraine by 2030; in January 2025 the Cabinet of Ministers approved this strategy.

Recently the ministry initiated a joint project with Nvidia to work on Diia AI LLM. The Ukrainian model is planned to be trained based on Google's Gemma.
