On July 14, the Rokytne District Court of Kyiv Region granted the prosecutor's petition and remanded Stanislav Luchanov, former commander of the 155th Separate Mechanized Brigade "Anna Kyivska," into custody for 60 days. Bail as an alternative was excluded.

From Military Service to Detention in Kyiv

After nine servicemen of the brigade were detained on July 11 on suspicion of abducting two civilians, Luchanov went absent without leave from the unit. He denied this in court, claiming he was on vacation and then on sick leave. He was detained in Kyiv: according to the Office of the Prosecutor General, the man was traveling in a car with his lawyer. President Zelensky publicly confirmed the detention; Minister Klymenko reported that by that time, 10 people had been detained in the case.

The Charges Against Him

According to the prosecution, the victims were brothers Maksym and Roman Moseichuk — residents of Kyiv Region. They were allegedly abducted, taken to Dnipropetrovsk Region, and killed. As the prosecutor stated directly in the courtroom, Luchanov allegedly ordered the murder from battalion commander Oleksiy Dolgolenko. New details disclosed during the hearing: one brother was shot in the head once, the other eight times. According to available information, the bodies were found on the territory of a military unit.

A probable motive, which appears in journalistic investigations citing local residents, is a domestic conflict involving the commander's wife. The investigation has not officially confirmed this motive.

"I do not recognize my guilt and do not agree with the charges. I have never even seen the brothers whose bodies were found on the territory of the unit. The rest should be established by the investigation."

The Defense's Position and Procedural Context

Luchanov's lawyer stated that the case materials contain "no mention" of his client. Luchanov himself told the court that he is ready to cooperate with the investigation and does not even object to detention — "if investigators see risks." However, the court chose the harshest possible form: detention without the right to post bail. Under the charges of unlawful deprivation of liberty and intentional murder, Luchanov faces up to 15 years or life imprisonment.

The investigation is being conducted at the request of Commander-in-Chief of the Armed Forces Syrsky, which the Military Law Enforcement Service specifically emphasized in its statement. This is an unusual detail: public documentation of who initiated the process is a way to dispel questions about institutional cover-ups.

If the prosecution proves Luchanov's guilt as an organizer — and not merely as a commander who "didn't know" — this will be the first verdict of such magnitude for a crime committed by military leadership against civilians during the full-scale war. Whether the collected evidence is sufficient to qualify him as an organizer will become clear after the pre-trial investigation is completed within the allotted 60 days.
