Head of State Forest Agency Suspended: What Lies Behind the Disciplinary Proceedings

The Cabinet of Ministers initiated disciplinary proceedings against the head of the State Forest Resources Agency and suspended him from his position. Details are being released gradually.

The Cabinet of Ministers of Ukraine has suspended the head of the State Forest Resources Agency from duties in connection with an open disciplinary proceeding. There is no official explanation of the reasons yet.

The State Forest Agency controls over 10 million hectares of the country's forest fund and distributes licenses for timber harvesting. In wartime, when export schemes involving timber have repeatedly become the subject of investigations, personnel decisions in this agency carry concrete weight — not metaphorical.

A disciplinary proceeding is not a verdict or a criminal suspicion in the legal sense. The procedure provides for an internal review of possible official violations: from improper performance of duties to conflicts of interest. At the same time, suspension during the proceeding is a step that the Cabinet does not take automatically, but only if there are grounds to believe that further tenure in office could affect the course of the investigation or the agency's operations.

There are precedents in the forestry sector. Previous heads of the State Forest Agency and regional forestry enterprises were involved in cases of illegal logging, forged timber documents, and corruption in the distribution of plots. Some cases have ended in convictions, others are still in court.

The key question now is not whether he is guilty or not — the proceeding will determine that. The question is different: will the results of the investigation be made public with specific findings, or will the agency again limit itself to personnel rotation without a public report on what exactly went wrong?
