On May 14, a panel of judges of the Supreme Anti-Corruption Court satisfied a lawsuit filed by the prosecutor of the Specialized Anti-Corruption Prosecution and recognized the assets of People's Deputy Serhiy Lytvynenko — a member of the Servant of the People faction from the 156th district of Rivne region — as unjustified. The decision concerns three luxury vehicles totaling 7,255,976 hryvnias, which are subject to forfeiture to the state.
The Scheme: Cars in Other People's Names, Access Pass for Himself
According to the SAPO and NABU, during 2020–2021, unofficial drivers of the MP and a private company related to him purchased three 2020 vehicles: a Toyota Land Cruiser 200, a BMW 730LD, and a BMW X5 — with a total value of over 8.6 million hryvnias. Legally, the vehicles belonged to other persons, but Lytvynenko himself was the actual user — and even received an official pass to enter the territory of the Verkhovna Rada in these very cars.
Journalists from Bihus.Info established that the Toyota Land Cruiser is registered to MP's assistant Mykhaylo Shcherban, who could not recall the price of "his" car when speaking with journalists. Lytvynenko himself said he rented the car, but his declaration stated "use."
"After purchasing these assets, the official used them. Moreover, he even received a pass to enter the territory of the Verkhovna Rada of Ukraine."

Declaration: Only an Old Lada
In his submitted declarations, Lytvynenko listed only a Lada 21093 as his property. Of the three luxury vehicles, only one appeared in the declaration — and only as "use." The MP's annual salary in the Verkhovna Rada was 411 thousand hryvnias, his wife's salary at the Zirnenskyi alcohol plant was 100 thousand hryvnias. According to conclusions by NACC and SAPO prosecutors, the family's combined legal income was insufficient to purchase any of the three vehicles.
Civil Forfeiture — Without a Verdict
The case proceeded through the civil forfeiture mechanism: the state does not have to prove criminal origin of assets in criminal proceedings — it is sufficient to show a discrepancy between official income and actual property. SAPO filed the lawsuit in December 2024 based on NACC materials and its own collected evidence. The initial value of the vehicles was estimated at 8.6 million hryvnias, the amount collected by the court was 7.26 million: the difference could be explained by market revaluation at the time of consideration.

Lytvynenko remains a current People's Deputy. In July 2025, he voted "in favor" of draft law No. 12414 on subordinating NABU and SAPO to the General Prosecutor — a bill that critics viewed as an attempt to weaken anti-corruption bodies.
The SAAC decision becomes effective after the deadline for appeal expires. If the defense appeals — the key question will be whether the Court of Appeal of the SAAC recognizes the discrepancy between income and property as sufficient proof even without establishing a specific source of funds.
