What Was Approved
In the Irpin community, the procedure for holding a competition to select winners to receive financial assistance under the support program for condominium associations and housing construction cooperatives was approved. This was officially announced by Irpin’s first deputy mayor, Oleksandr Pashchynskyi. The main goal is to more quickly restore infrastructure damaged during the hostilities and to return comfort to courtyards and building entrances.
Who Can Participate
Associations of co-owners of multi-apartment buildings and housing construction cooperatives whose common areas were damaged during the hostilities may take part in the competition. Important: this refers specifically to common elements, not private premises.
What Will Be Funded
The list of works includes restoration of facades, roofs, playgrounds, adjacent grounds and other infrastructure elements. The competition aims to ensure transparent use of resources and to prioritize projects that deliver the fastest and broadest public benefit.
"This is not just about repairing walls or children's swings — it is about restoring normal life in the city, safe entrances and public spaces to which people can return",
— Oleksandr Pashchynskyi, first deputy mayor of Irpin
Timelines and Practical Steps
Applications will be accepted from April 15 to May 15, 2026. Each condominium association or housing cooperative must prepare a description of the damages, an estimate of works and a recovery plan. The competition is expected to be based on criteria of transparency, efficiency and social impact of the works.
Why This Matters
Restoring common areas is a fundamental component of returning people to normal life after shelling and destruction. According to local recovery specialists, priority works reduce the risk of accidents and speed up the return of investment to the housing stock — in other words, this is simultaneously a matter of safety and economic stabilization for the community.
Now the ball is in the applicants' court: how quickly Irpin will receive restored courtyards, roofs and playgrounds depends on the quality of the applications and the transparency of the procedure. The city authorities urge condominium associations and housing cooperatives to prepare their document packages and to use this mechanism as an opportunity for systematic recovery work.
