The Bilohorod territorial community is demonstrating significant success in implementing the decentralization reform, becoming one of the most successful examples of effective local self-government in the Kyiv region. Over the past two years, the community has increased its own budget revenues by 37%, which has allowed for the implementation of a number of infrastructure projects without attracting additional funds from the state budget.
“The secret to our community's success lies in the transparency of management and the active involvement of residents in making important decisions,” says the head of the Bilohorod community, Viktor Petrenko. “Every month we hold open public hearings, and all council decisions and financial reports are published on the official website of the community.”
The community leadership pays special attention to cooperation with small and medium-sized businesses. The entrepreneurship support program introduced last year has created over 200 new jobs and increased tax revenues.
According to experts on decentralization, the experience of the Bilohorod community deserves to be replicated in other regions of Ukraine, especially in the context of further improving the local self-government system.
