Oracle certification on a commercial basis costs between $150 and $300 per exam, and a full training course with practice costs even more. Now 8,000 Ukrainians can complete it for free as part of the UK-Ukraine TechBridge initiative, which runs until May 2027. The numbers are impressive, but the main question is not the number of available spots, but what will happen to a person after receiving a paper with the Oracle logo.
Of the declared 8,000 spots, slightly more than 600 are currently filled, and fewer than 100 people have passed the exam. This means the program has only just started gaining momentum and has not yet created real pressure on the labor market. But it is at this stage that it is worth honestly understanding who this certificate will truly open doors for, and who it won't.
Who really needs this
An Oracle certificate is not a universal key to an IT career, but a narrowly specialized tool. It makes sense for those who already work or plan to work with specific Oracle products: databases, the company's cloud services, Oracle APEX for developing enterprise applications. For a junior without experience, a certificate will be an argument in an interview, but will not replace a portfolio of real projects.
Another category is experienced professionals who need a certificate formally: some corporate clients and tenders require confirmed team qualifications in Oracle products. For them, free access to exams is direct savings for the company's budget, not a personal career boost.
The IT job market in Ukraine remains quite closed regarding salaries — companies end up in anti-ratings precisely for hiding pay levels. In such an environment, a formal certificate rarely becomes a decisive argument where an employer is not ready to be transparent anyway.
Practical side: who and how can participate
The program is open not only to those located in Ukraine — access is also available to Ukrainians in Great Britain, Poland, and the Czech Republic. This removes a barrier for refugees who want to maintain or improve their qualifications while abroad and potentially return to the Ukrainian labor market with relevant skills.

If over two years, out of 8,000 participants, at least a thousand can demonstrate a direct connection between the certificate and a new position or higher salary — the initiative can be considered successful. If it remains just a line in a resume with no practical effect, it will become another example of how a good idea dissolves in the bureaucracy of reporting on the "number of trained people."
