Metro construction on Vynograd has been adapted to actual financing, rather than the original plans. This was announced by Mykola Shkil, owner of the Avtostrada company, which is the project contractor.
According to him, a new tunnel boring machine costs 15 million euros. The timeline and pace of construction depends on the availability of this equipment and the rate of financing.
Project adjustments are not just technical details on the margins. This is a signal of a systemic problem: major infrastructure projects in Ukraine are designed with one budget but implemented with another. In the case of the Vynograd metro, the difference between the declared and available financing has effectively changed the parameters of the construction itself.
Vynograd is one of the most densely populated residential districts in Kyiv without direct metro connections. Residents have been waiting for the line for years. Every change in the project for them means not an abstract budget revision, but yet another postponed opening date.
An open question remains: if construction has already been adjusted to match available financing, will Avtostrada or the Kyiv City Administration publish a new realistic schedule for completion of work with ties to specific funding sources?
