Sobolev Expects 10 Billion from Privatization: Key Rate on Odesa Port Plant

Ukraine is actively working with international partners to attract investors to large-scale privatization projects.

Kyiv, November 21 – Minister of Economy Oleksiy Sobolev announced ambitious plans for the privatization of state assets in 2025. According to him, the ministry expects budget revenues of 10 billion hryvnias.

"The privatization process has already been launched. This year we forecast the sale of state property worth about 10 billion hryvnias," the minister stated during a briefing with media representatives on Thursday.

The achievement of the target indicator largely depends on the successful sale of the Odesa Portside Plant, which has an estimated starting price of 4.5 billion hryvnias. According to data for the first three quarters of the current year, only 2.2 billion hryvnias have been received in the state budget from privatization.

The minister also revealed details of negotiations with international partners to stimulate investment activity: "We are discussing mechanisms for how our foreign partners can engage their businesses in the privatization process, including through financing programs for potential buyers and increasing the attractiveness of large assets."

The official revenue plan from privatization for 2025 is set at 3.2 billion hryvnias. In comparison, in 2024, the budget received 11.1 billion hryvnias: 9.9 billion directly from asset sales and 1.2 billion from value-added tax.

Among the successful transactions this year is the sale of 100% of the shares of "Ukrbud Construction Company" for 805 million hryvnias, which is currently the largest privatization operation of the year.
