Import dynamics
In November, electricity imports to Ukraine rose by 15% compared with October — to 415 thousand MWh.
Hungary accounted for the largest share of supplies, making up 44% of imports. Imports from Slovakia increased tenfold, and from Moldova — doubled. At the same time, deliveries from other directions decreased, most significantly from Poland, where a decline of 23% was recorded.
On an annual basis, compared with November 2024, imports increased by 150%.
Exports and outages
Since 11 November, electricity exports abroad were completely halted, causing export volumes to fall by 94%.
For the month, only 5.2 thousand MWh were exported — the lowest figure in 2025; compared with November 2024, exports decreased by 91%.
For the second consecutive month, Ukraine remains a net importer of electricity.
In October, imports increased 2.5 times and exceeded 360 thousand MWh.
- In September, power outages resumed due to Russian shelling: initially locally in certain regions, and from October–November they spread across the entire country.
- Ukrenergo does not rule out that the outages may continue throughout the entire winter.
