A figure worth remembering from the first stage of SBE certification: not 12 successful, but 28 who resigned without waiting for the results. This is more than half of the management that was subject to verification. Director of the bureau Oleksandr Tsivinsky reported on the outcomes.
Of 50 heads and deputies of departments in the central apparatus and territorial offices, only 12 successfully passed certification. Another 28 decided to resign on their own — essentially without waiting for an interview with the commission, half of which is formed on the recommendation of international partners at the suggestion of business.
What this means in practice
According to Tsivinsky, as a result, the bureau's management will be renewed by 74%. This is not an ordinary personnel rotation — it concerns people who made decisions about business inspections, account arrests, and criminal proceedings in the economic sphere.
In parallel, the second stage of certification is underway — for regular employees. Out of 915 employees, 887 achieved a passing score, with interviews with commissions ahead. A fourth wave of recruitment is also being prepared: more than 60 new employees are to join the bureau, which a year ago was criticized for low investigation efficiency.
Why this matters for business
SBE certification is not an internal personnel matter, but part of the law on reloading the bureau, adopted after a series of scandals involving pressure on entrepreneurs. The commission that makes certification decisions is half composed of representatives proposed by the international business community — this was meant to guarantee the independence of the assessment from the SBE leadership itself.

Tsivinsky took over the SBE in August 2025 following a competitive selection. The key question now is not the certification figures, but whether the bureau's approach to investigations will change after replacing three quarters of the management — whether business will feel this through fewer arbitrary inspections, or whether another wave of reloading will need to be conducted in a year.
