Indictment against Zahumennyi and former director referred to court

An indictment has been sent to the Shevchenkivskyi District Court against Dmytro Zahumennyi, head of the KMDA apparatus, and the former head of a municipal enterprise. They are suspected of embezzling about UAH 1.3 million for repairs to a private building.

Criminal proceedings

Prosecutors of the Kyiv City Prosecutor's Office have sent an indictment to the Shevchenkivskyi District Court of Kyiv against the head of the KMDA apparatus and the former head of a municipal enterprise. They are accused of misappropriating almost UAH 1.3 million of budget funds during the renovation of a building that was already owned by private individuals.

In the case materials, one of those implicated was identified as Dmytro Zahumennyi, head of the KMDA apparatus.

Repair and payment

According to the investigation, officials ordered and paid for facade restoration and other contracting works at an office building on Borys Hrinchenko Street. At the time the works were carried out, the building's owners were private individuals, yet the expenses were covered from the city budget.

The municipal enterprise that performed the works did not have contractual rights to the renovated premises, law enforcement authorities claim.

Court actions

On 14 August 2025 both suspects were notified of suspicion under Part 5 of Article 191 of the Criminal Code of Ukraine. The case materials have now been forwarded to the court for consideration.

On 15 August the court denied a motion to place the head of the KMDA apparatus, Dmytro Zahumennyi, in custody and to suspend him from office.
