Vladimir Tytykalo, Vice Rector for Economic Affairs at the O.O. Bohomolets National Medical University, has become the second representative of the university's leadership to receive a suspicion from law enforcement within a criminal investigation into the embezzlement of funds for repairs, according to UNN.
In late June, law enforcement announced the embezzlement of 15 million hryvnias during the repair of the facade and roof of one of the buildings of the O.O. Bohomolets National Medical University. At that time, suspicions were served on three people whom investigators identified as accomplices.
According to the case materials, in 2021, during tender procedures, the appearance of competition between controlled enterprises was created. A pre-determined company won the bidding. A contract was signed with it, and the cost and scope of completed work in documents were artificially inflated. The difference in money by the scheme participants was transferred to controlled companies and withdrawn in cash.
In this way, according to the investigation, the suspects managed to appropriate over 15 million hryvnias.
As it became known, in August, within this criminal proceeding, Deputy Rector for Economic Affairs Yuri Bohdan received a suspicion. Now Vladimir Tytykalo has also come into the focus of law enforcement.
The Rector Signed the Contract, but the Deputies Received Suspicions
Yuri Bohdan is suspected of complicity in the embezzlement of budget funds on an especially large scale. As for Tytykalo, the details of his suspicion and role in the scheme are still unknown.
From court documents and own sources, it became known that the investigation concerns inflated costs for repairs to one of the university buildings.
Rector Yuri Kuchin in September 2019 concluded a contract with LLC "Ulster" for capital repairs of part of the roof with heated gutters and downspouts of the morphological building at 34 Peremohy Avenue in the capital. The estimate was approved by a rector's order for 10.9 million hryvnias including VAT. Control over the order was assigned to Deputy Rector for Economy Bohdan.
However, the work was delayed, and several additional contracts were concluded to continue the repairs. In the additional agreements, the cost and scope of work did not change. Meanwhile, according to the investigation's findings, in the acts of acceptance of completed construction work, the cost and volume were inflated from actual values by almost 2.3 million hryvnias. Based on these acts, the university transferred almost 4 million hryvnias to the contractor.
It is known that Rector Yuri Kuchin himself was interrogated in this case as a witness.
NAPC Issued Prescriptions to Bohdan and Tytykalo
In June 2025, Rector Kuchin received prescriptions from the National Agency on Corruption Prevention regarding his deputies Bohdan and Tytykalo – they concerned their ownership of corporate rights in a number of commercial structures. The law provides that an official from the management of a legal entity of public law, which the state university is, must transfer corporate rights to management after taking office and inform NAPC of this. Apparently, this was not done.
In Bohdan's case, his declaration until 2025 listed as "not transferred" a share in LLC "Legal Bureau 'Mayak'" and participation in JSC "All-Ukrainian Bar Association." In the 2025 declaration, they are already absent. As for Tytykalo, his first declaration as Deputy Rector in 2018 listed ownership of "BK Audit," as well as shares in LLC "Helix Med," "UCAS," "Eco Med Group," and a private university. In the 2024 declaration, which NAPC was apparently interested in, ownership of "BK Audit" and a share in "Helix Med" were listed as "not transferred." Currently, according to the latest declaration, these rights have already been transferred.
Rector Yuri Kuchin himself has declared salary for part-time work from LLC "Capital" (Oberig clinic), LLC "Harmony of Beauty," and "Dobrobit" Medical Center for years; the first two medical facilities are actively used by the university as clinical bases. Whether there is a violation or conflict of interest here is a question for NAPC. As is the question about the salary received by Kuchin's wife Kateryna Byelka, who also works at the university, from JSC "Kyivmedpreparate," LLC "Yuria-Farm," for which the university conducted drug research studies at its base. As well as how Kuchin managed to purchase a Honda VFR 800 motorcycle in 2023 with a market value at that time of over 300,000 hryvnias.
The State Audit Service is monitoring purchases of repair services for two dormitories of the O.O. Bohomolets National Medical University in Kyiv. This concerns services worth over 130 million hryvnias. Previously, UNN reported on possible overpricing of completed work in these and other university tenders, where the company "Green Trading" won.
Who Will Be Responsible for the Scheme Next
In two months, the investigation reached two deputy rectors, while the person who signed the contract and approved the estimate continues to manage the university in the status of a witness. If the logic of the case does not change, the next year will show whether responsibility will be limited to the scheme's executors, or whether the investigation will reach those who signed these contracts.
